By the end of September, the total number of skilled workers in Ningbo reached 2,011,600, of which highly skilled personnel accounted for more than 33%. 

　　As a large manufacturing city, Ningbo has started to improve the system for the growth and success of industrial workers, provide public services for industrial workers and other supporting policies to cultivate fertile ground for the development of industrial workers.

　　In 2021, Ningbo carried out 144,000 skill level recognition, and the number of Ningbo contestants winning gold in the first national vocational skills competition accounted for 40% of the province's total.

　　Ningbo has integrated the resources of union workers' skills training bases and employment training bases, as well as cooperated with relevant vocational colleges and well-known training institutions to establish the Ningbo Workers' University, which offers specialties around the needs of Ningbo's industrial development and provides training for industrial workers from all walks of life.

　　Focusing on the livelihood concerns of industrial workers, Ningbo has improved its school enrolment policy and improved the quality of life of workers, so as to provide services benefiting 1.7 million people.
